Geography: A neutral city state in international waters in the Polamic Sea, located at the midpoint of the transcontinental Horizon Bridge that joins the Galbadian and Esthari continents.
Culture: Perhaps most known for its official stance on total pacifism, FH is a port and safe haven for whosoever abides by the rules: no weapons, no quarrels, no problem. The stance is official only, however, and not all people abide by it strictly. For instance, an underground fighting ring exists outside of public notice and the local police and workers, while prohibited from violence are tasked with defending their home should the need arise. The total pacifism stance has been opposed in city council meetings by some proponents wanting a more coordinated and dedicated (but still strictly defensive) force.
There is a misconception that Horizoners are “laid back,” but any visitor would quickly see they are industrious, proud and hardworking people. It is common to see every pub in FH full by the end of the work day.
Architecture: As a testament to the engineering prowess of its citizens, the city is a marvel of self-sustainability. FH is almost entirely built using recycled materials, and a massive solar panel array and powerful windmills provide the city with energy. The rings of sea-walls keep the town safe from the waves – even in the most dangerous storms. It is connected to both the Galbadian continent and Esthar via the ocean spanning Horizon Bridge, though the Esthar side has been barricaded since the S War, it’s station abandoned.
Industry: True to its name, Fisherman’s Horizon is a maritime society that lives with and off of the ocean and its related trades. FH is also home to some of Gaia’s most talented engineers and gearheads. FH survives off the ocean, and has a respectful environmental view of the waters it calls home – the only thing taken from the ocean is that which is needed for survival, and efforts to restore and care for the wilde sea life and its ecology are ongoing. Because of this view of its environment, FH does not export any resources taken from the ocean, including seafood. Their chief exports are their engineering knowledge and machinery- engines, industrial systems and mechanical parts.
History: FH was founded in 1799 BW by Esthari defectors that were unhappy with the political direction Esthar was taking during its developmental years. These defectors were all workers and civil servants who dreamed of building a new future with their own hands – one that valued discussion and understanding over flaunting military might.
Military: FH has no military to speak of, though there is a local police force that coordinates defense efforts if the city is threatened. So far, no other global powers have tried to invade or take over FH, though a small band of pirates colloquially called “Marauders” have attacked a handful of times to pilfer resources, causing some casualties, but the local police force and dock workers have always fended them off.

- FH has repaired various systems of Balamb Garden in the past.
- Horizon Bridge is too tall for Balamb Garden’s aerospacial repulsor ring to clear during flight, meaning it cannot be crossed. To get around it, Balamb Garden has to fly over land.
